PPP Lead Specialist, Inter-American Development Bank

Economist, PhD, leading specialist in Public-Private Partnerships (PPPs) in the Infrastructure and Energy Department of the Inter-American Development Bank (IDB).

He currently leads the Upstream PPP agenda at the IDB, advising the governments of Latin America and the Caribbean on strengthening their regulatory and institutional environments and their planning of economic and social infrastructure projects. He leads the structuring of various PPP projects, with a focus on the transportation sector.

More than 15 years of experience in the field of investment, regulation, economics and infrastructure policy throughout Latin America and the Caribbean, Asia and Europe, and in organizations such as the IDB and the World Bank, among others. He has published more than a hundred papers on PPPs, infrastructure economics and policy, investment and financing in various journals and specialized publications.

In this context, he currently coordinates knowledge development and research into PPPs at the IDB, leads the Network for Analysis and Best Practices in PPPs in Latin America and the Caribbean, and directs the development of the IDB’s Infrascope.
