Vice Minister of Infrastructure Ministry of Transport of Colombia
An architect with a Master’s degree in Urbanism from the National University of Colombia and further studies in Strategic Urban Operations Management at the Javeriana University.
Her professional career has focused on land-use planning, land-use regulation, and the management of urban projects, covering areas such as mobility infrastructure, social facilities, and housing for low-income populations, as well as heritage sectors, informal settlements, and urban-rural interfaces.
At the National Infrastructure Agency (ANI), she gained valuable experience in structuring strategic projects through Public-Private Partnerships (PPPs), contributing to high-impact initiatives in rail, river, and road projects. She also served as General Manager of Bogotá’s Urban Renewal Company and of Metrovivienda, where she led complex processes such as the expropriation of the San Juan de Dios Hospital and the contractual management of the Bogotá Cinematheque.
As Deputy Secretary of Territorial Planning of Bogotá, she played a key role in leading the formulation of the city’s Land Use Master Plan (POT), aligned with the 2012–2015 District Development Plan, which integrated principles of sustainable mobility, efficient land use, and climate resilience.
She has taught undergraduate and graduate courses at the National University of Colombia, Los Andes, El Rosario, La América, and La Piloto, addressing topics related to land and housing policy, mobility, public space, urban planning, and land value capture instruments.
In addition, she served as Acting Director General of Civil Aviation. She currently holds the position of Vice Minister of Infrastructure at the Ministry of Transport.
