Óscar Javier Torres Yarzagaray

President, National Infrastructure Agency, Colombia

He is an economist and holds a PhD in Economics, recognized for his extensive career across the business, academic, and public sectors. With over two decades of experience, Torres Yarzagaray has worked comprehensively in managing nancial resources for both public and private investment projects. He has also been a prominent gure in academia, with a strong teaching background and leadership roles in prestigious institutions.

His academic background includes a postdoctoral degree in Research, Engineering, and Innovation; master’s degrees in key areas such as Organizational Management and Logistics Management; and specializations in project formulation and evaluation, nancial management, and logistics.

In the academic eld, Óscar has served as Vice Rector for Research and Planning Director at Universidad del Sinú, Cartagena Campus. He was also Planning Director at the Naval Cadet School “Almirante Padilla,” and has taught at various public and private universities, delivering courses in areas such as Maritime Economics, Financial Project Evaluation, and Macroeconomics.

His career in the public sector has been equally remarkable. He has contributed to the development of public policies as well as the design and evaluation of development plans for several municipalities in the Bolívar department.

Óscar Torres has authored more than 10 books on public management, ethics, governance, and development, and has been a speaker at international conferences. His strategic vision, multidisciplinary experience, and ability to translate economic and logistical theory into e ective practice have been among his greatest strengths, demonstrating a consistent commitment to Colombia’s economic, social, and educational development.

His challenge at ANI is to help build a more connected Colombia and generate bene ts for the country’s regions—especially the most remote—through concession-based infrastructure projects.
