Óscar Javier Torres Yarzagaray

President, National Infrastructure Agency, Colombia

Originally from Cartagena, he is an outstanding economist with a solid academic background and a professional career including more than two decades in the public, private and academic sectors. He holds a degree in economics from the University of Cartagena and two master’s degrees in Organizational Management and Logistics Management from the “Almirante Padilla” Naval Cadet School. He also holds a PhD in Economics from the University of Zulia and specializations in Financial Management from the Universidad Jorge Tadeo Lozano, as well as in Project Evaluation and Development from the Universidad del Rosario.

In the professional field, Torres Yarzagaray has played significant roles, including his work as Vice Rector of Research and Director of Planning at the Universidad del Sinú, Seccional Cartagena. He also served as Director of Planning at the Naval Cadet School “Almirante Padilla” and has been a professor at various higher education institutions, teaching subjects in areas such as Maritime Economics, Financial Evaluation of Projects and Macroeconomics. His experience extends to consulting, where he has managed financial resources for both public and private investment projects.

On March 5, 2025, Torres Yarzagaray assumed the presidency of the National Infrastructure Agency (ANI) of Colombia. In this position, he faces challenges such as the awarding of the country’s first railroad Public-Private Partnership (PPP), which seeks to reactivate rail transportation, and the structuring of key road projects in order to strengthen the country’s competitiveness.
