Minister of Energy and Mines of Guatemala
Engineer Víctor Hugo Ventura Ruiz currently serves as Minister of Energy and Mines of the Republic of Guatemala. He has an outstanding professional career spanning more than four decades in the energy sector, both at the national and regional levels, particularly in Guatemala and across the Mesoamerican countries.
He holds a degree in Electrical Engineering with a specialization in Power Systems, and a Master’s degree in Economics, a combination that has enabled him to integrate solid technical expertise with a comprehensive economic perspective in the formulation of energy policies and public strategies.
Throughout his career, Minister Ventura has held senior positions in both national and international institutions. In Guatemala, he served as Deputy Manager of Planning at the National Institute of Electrification (INDE), where he led strategic planning processes and the development of the national electric power system.
At the international level, he built a distinguished career of over 25 years at the United Nations Economic Commission for Latin America and the Caribbean (ECLAC), where he initially served as Economic Affairs Officer (1996–2009) and later as Chief of the Energy and Natural Resources Unit (2010–2022). In that capacity, he actively promoted regional energy integration, institutional strengthening, energy sustainability, and technical cooperation among countries.
After his tenure at ECLAC, he worked as an independent consultant specializing in energy planning, regulation, and public policy for organizations and institutions in Mexico and other countries of the region until January 2024.
In 2023, he was also part of the academic faculty of the Master’s Program in Regulation and Public Policy in the Energy Sector, offered by the Central American Institute of Public Administration (ICAP), where he contributed to the training of new technical and regulatory leaders in Central America.
Engineer Ventura is widely recognized for his deep knowledge of the energy sector, his commitment to regional integration, and his dedication to advancing the transition toward sustainable, resilient, and inclusive energy systems. His active participation in international forums reflects the strategic vision of the Government of Guatemala to promote energy development as a driver of economic growth and social well-being.
