Marcos Siqueira Moraes

Lead PPP Specialist and Coordinator of the Project Structuring Practice at the IDB

Marcos Siqueira is an infrastructure specialist with a multidisciplinary academic background and over 15 years of practical experience in the preparation, negotiation, and management of PPP contracts in Brazil and other Latin American countries.

Between 2011 and 2014, Marcos was the executive manager of the PPP Unit, reporting directly to the Governor of the State. He led the structuring of various PPP projects and conducted a deep legislative and regulatory restructuring in the state’s private investment program, which allowed for further diversification and growth. Marcos also served as a consultant for the World Bank in the preparation of the CP3P PPP certification guide and as a founding partner of the strategic PPP consultancy Radar PPP, specialized in infrastructure market intelligence, where he worked from 2014 to 2018.

Since 2018, Marcos has been a PPP specialist at the Inter-American Development Bank (IDB) in Washington, working in various countries in Latin America and the Caribbean. Since 2022, he has been the lead specialist of the IDB’s project structuring support practice, coordinating a portfolio of more than 50 PPPs across various sectors.

Marcos holds a Bachelor’s degree in Law from the Federal University of Minas Gerais and in Public Administration from the João Pinheiro Foundation. He has a Master’s degree from the University of Sheffield in England, where he received the Chevening Award.
